Of course, private school fees are neither a necessity nor an inevitability for families, although the article seems to make an assumption that private schooling is both. Sending your children to a private school is a choice, not a requirement. Part of that choice should involve consideration of the value of a particular private school education vs the value of a public school education, and whether you can afford the fees. We tend to be more rational about buying a car, although the proliferation of all those expensive four wheel drives at the private school gate would suggest the same sort of thought process is involved in school choice.
