A Melbourne school has made changes to its uniform rules following parental pressure and an online petition.

Haven't these parents heard of skorts? A very practical way of combining the wearing of shorts wrapped round by a skirt.

I feel for this Principal. While there may be more to this story, the implication is that the parent has ignored the mechanisms within the school to initiate a review of uniform requirements. This is emblematic of the sting in the tail of parent engagement: parents conflate a decision not in their favour with being dismissed, ignored or disempowered. So, in extreme cases, they take matters into their own hands; damage the school's reputation (notwithstanding her claim she did not "name the school") and erode the goodwill in the school community.
